In day 22 August the Center for the Defense of Human Rights was created in a general assembly - Pedro Lobo. The meeting was held remotely, in virtual room, due to the COVID-19 pandemic and brought together about fifty people invited based on their activism in various popular human rights movements. The assembly was highly representative of social movements in the region, among them without land, quilombolas, lgbts, caiçaras, natives, black and housing movement. In addition, there were also people occupying institutional spaces such as public defender and legislative assembly. All around the need to defend human rights. In the composition of the Center, these people are identified as founders(as). The Center is legally a non-economic association.

The proposal was to create a human rights organization, that can strengthen, articulate and organize several initiatives that already exist in the Paraíba Valley region, more than, However, are scattered. This initiative is based on the concrete historical demand of popular movements in relation to the violation of their rights, situation that in the current situation has been aggravated.
The tribute to Pedro Lobo in the denomination of the Center was motivated by his life being dedicated to the fight for human rights. He was a committed combatant for human rights during the period of the Brazilian Civil-Military Dictatorship. He never denied his story and even today he still details his work to inspire others and other human rights defenders.. In addition to his performance, the decision by his name also strengthens the regional initiative because he was born in Natividade da Serra.
All the people present at the assembly presented themselves focusing on their activism and their expectations regarding the creation of the CDDH-PL. The purposes of this initiative were related to the current situation in the country. He highlighted his role in contributing to popular movements in the region, as well as participation in academic spaces and debates on topics involving human rights in a concrete perspective of popular struggle. Speech was opened to the various popular movements and entities present, as well as people who wanted to speak up. The Deliberative Council was formed mainly by representatives of the following popular movements, in order to define the direction of the CDDH-PL: Hip Hop Nation Brazil - Universal Zulu Nation, Dandara Center for Popular Legal Promoters, Traditional Communities Forum / Caiçaras, National Coordination of Articulation of Black Rural Quilombola Communities-CONAQ, Movement of landless rural workers-MST, indigenous communities, LGBT + Association of São José dos Campos, Street People, Movement in Defense of Small Farmers and Central of Popular Movements.
